Advisory Boards, Committees, and Commissions

These Boards, Committees, and Commissions are separate and apart from the County Commission or Local Governing Body.  These groups operate in advisory roles to the County.  Members of these Boards and Commissions are appointed by different offices depending on statute, policy, or ordinance.

Animal Shelter Board
Oversees the operations and financial status of the Animal Shelter.  

Agricultural Extension Committee

Is required by Tennessee Code Annotated  §  49-50-104. It  consists of 7 members appointed by the County Commission and works with the local UT Extension office to approve a budget proposal and in an advisory capacity. The Trousdale County UT Extension office is located at 214 Broadway, Hartsville. The phone number is 615-374-2421 or 615-374-2410.  The  Extension Director is Jason Evitts.

Beer Board
The Beer Board is charged with administering laws  governing the sale of beer in the county, with the members appointed by the County Commission.  Once appointed, the county beer board may exercise the same discretion as the county legislative body to grant, deny, suspend or revoke permits to sell beer, and to impose civil penalties, within the limits of the authority granted by law.

Charter Revision Commission

Creation of the Charter Revision Commission is provided for under section 14.03 of the Charter of the Hartsville/Trousdale County  Government. The Commission is authorized to hold hearings and make recommendations to the County Commission regarding amendments to the Charter. It has 10 members, one from each Commission district who are nominated by the Mayor, confirmed by the County Commission, and serve at the pleasure of the Mayor.

Courtroom Security Committee
Pursuant to T.C.A. § 16-2-505(d), each county must establish a court security committee. In addition to the sheriff, the committee is to be composed of the county mayor, the district attorney general, the presiding judge of the judicial district, and a court clerk from the county designated by the presiding judge. The committee is charged with examining the space and facilities to determine the security needs of the courtrooms in the county in order to provide safe and secure facilities.

Election Commission
The mission of the Trousdale County Election Commission is to provide election services, election information and civic education to the citizens of Trousdale County.  The commission strives to ensure impartial, fair and accurate elections in our county.  The five members of the commission are appointed for two year terms in each odd numbered year.
County boards of equalization are authorized by law to receive and hear appeals of current year property tax assessments as fixed by the county assessor of property.  Generally, an assessment must be appealed to the county board of equalization to preserve the taxpayer's right to further appeal.  In general, a county board of equalization convenes its regular session on June 1st of each year (or the next business day if the 1st falls on Saturday or Sunday) and remains in session as necessary to complete the board's business for the maximum number of days allowed under Tenn. Code Ann. § 67-1-404.  However, a county may have an extended session, a special session of the county board, or set an alternate time by resolution or ordinance.

County Ethics
Committee
The Ethics Committee consists of five members who are appointed to one-year terms by the County Mayor with confirmation by the County Commission. The Committee is the answer ethics questions and investigate credible complaints against a county official or employee alleging a violation of the County's Ethics Policy.

Highway Commission
The  Highway Commission works with the Road Superintendent to address issues with all roads and streets maintained by the Hartsville/Trousdale County Highway Department.

Housing Authority Board

The Housing Authority Board governs the Housing Auhtority that provides housing to low-income, disabled and elderly residents. The Authority owns property on Rogers Street and Project Drive, East Main Street and West Main Street. The Authority's Office is located at 212 Rogers Street, Hartsville and the phone number is 615-374-3959.

Industrial Development Board
The function of the Industrial Development Board is to acquire, own, lease, and dispose of properties to the end that corporations may be able to promote industry and develop trade by inducing manufacturing, industrial, and commercial enterprises to locate in Nashville.

Library Board
The library board directs the affairs of the Fred A. Vaught Library, including the appointment of a library administrator.  The library administrator directs the internal affairs of the library, including hiring and directing such assistants as may be necessary.

Local Emergency Planning Committee

Local Emergency Planning Committees (LEPCs) must develop an emergency response plan, review the plan at least annually, and provide information about hazardous materials in the community to citizens.  2019 Hazard Mitigation Plan.
The Hartsville/Trousdale County Regional Planning Commission is charged with establishing the zoning regulations,  making recommendations to the County Commission concerning rezoning of property, adopting a regional development plan, reviewing plat designs submitted for the development of property and other duties set out under Tennessee Code Annotated Title 13, Chapter 3, Part 1 (T.C.A. § 13-3-101 et seq.).

Board of Zoning Appeals
The BZA hears requests from property owners  for special exceptions to zoning regulations, assist in settling boundary line disputes, interpret zoning maps, and consider similar questions. Tennessee Code Annotated Title 13, Chapter 7, Part 1 (T.C.A. § 13-7-101 et seq.). The Board  only meets when a request is presented by a property owner.

Water Utility Board
Oversees the Hartsville/Trousdale County Water Utility Operations, reviews financial transactions, and other matters that come before the Board.
